How To Fix The « Hover Not Working » Error On Windows Vista

Many of my friends have been told that they should be able to hover their mouse and click on icons when they are using Microsoft operating system because it is supposed to be supported by the windows platform. The other day when I went to hover my mouse and click on an icon to switch my desktop, I was actually seeing something different, Ie8 But Ok Ie7. Microsoft is not aware of my system, but they can change it themselves. So what is the cause of this error? It is because of the missing Desktop Wallpaper that is available on My Computer or any other computer that you use.
