Microsoft Office Web Components, or WS-Management as it is known internally, has been used by all Microsoft Word and Excel applications for years. Although they are not the only components that are a part of Word and Excel, the number of components that need to be supported is quite large. Microsoft Scripting Engine or MSE is also used by all Word and Excel applications, but in a smaller way. In order to fully support all these components, there is a need for a complete rewrite.
Since there are many parts that need to be supported, the support for the application has changed over the years. The technology has changed over the years, but the core components are still there. However, the core architecture has changed over the years, and the updated MSE framework was not part of the original architecture. So to keep compatibility with all applications, the support was outsourced to Microsoft.
The updates for the core support are usually done by Microsoft. They are able to test each of the component against various versions, and then determine what needs to be fixed and which ones need to be left alone. Microsoft Scripting Engine or MSE supports a wide range of applications, including Word and Excel, so any changes needed to keep compatibility are common to all these applications. After the update is installed, there is no way to tell if it is going to break the application.
